The fabric hanging loose between the pleats is a very popular style.

Style "A" could be a valance or a panel, and either could be attached to a pleated under treatment. This keeps the sections evenly spaced and enables the panels to traverse.

Style "B" does not have the pleated under treatment. By omitting the pleated portion, it looses its ability to traverse with even spacing.

Either style looks great and the drooping sections will fall into clumsy folds.
